This full day program will cover the fundamentals of two significant elements of the import and export transaction.  Classification and Valuation are complex areas that can cause delays in release, detention by Customs, and potential penalties for companies who do not have the knowledge and processes in place to ensure that information provided is accurate.

Classification under the Harmonized Tariff Schedule can be a challenge for even the most experienced trade professional. To properly classify products under the HTS, one must understand how to read the HTS, how to use the Section and Chapter Notes, and how to follow the General Rules of Interpretation. In today’s world of increased enforcement, it is more important than ever to be able to substantiate to Customs and Border Protection that classification was determined using “reasonable care”.   The morning session will cover these principals of classification and the steps you can take to show reasonable care in practice.

Topics include:

  • Overview of the HTSUS
  • General Rules of Interpretation
  • Section and Chapter Notes
  • HTS problem areas with CBP
  • Tariff Engineering – using the HTS to your advantage
  • Classification & Free Trade Agreements
  • Binding Rulings
  • Best Practices for Classification.

Are you shipping products internationally? Do you struggle with determining the value for Customs purposes on the invoice?  The afternoon workshop will cover the various valuation methods for Customs purposes.

Topics include:

  • Transaction Value
  • Other Valuation Methods
  • Assists and Additional Payments to suppliers and problems they can cause
  • Related Party Transactions – ensuring the price paid or payable is acceptable to Customs officials
